Yes, but maybe not in the way you've seen them in common or traditional BI dashboard tools.  Visual KPI was created from the ground up for mobile devices and has been optimized over many years to have all of the key views our customers need.  Traditional pie charts and dials both have limited use on mobile devices because of the screen real estate they use up.  

Pie charts in Visual KPI: The roll-up bars on the default home screen are actually pie charts, but they have been flattened into bars to make the best use of the screen on mobile devices and to let you see more information at a glance (e.g. comparing groups of KPIs in multiple groups on one small screen).

Dials in Visual KPI:  The bar chart view contains dials (like a speedometer), but again they are flattened so you can see more of them together (for comparison) and so they don't take up your entire screen on a smaller device.  They still show the same information (how are my key metrics doing vs. their targets and limits right now).
